City Manager's Office

The City of Walnut is a General Law city incorporated on January 4, 1959. It is governed by the City Council/City Manager form of government. A five-member City Council is elected by the Residents, and a Mayor is elected by the Council to serve a twelve-month term. Walnut's City Manager is appointed by the Council to oversee the daily activities of the city.

Tom Weiner serves as the City Manager, bringing over 36 years of distinguished public service to the community. Mr. Weiner, who has a degree in Public Administration, holds extensive municipal service experience from positions held in cities across Orange, Riverside, and Los Angeles counties. 

The City Manager oversees all of Walnut’s daily operations, including Finance, Public Works, Planning/Community Development, Parks, and Community Services. He also provides executive oversight of public safety services delivered through a contract with the Los Angeles County Sheriff's Department, ensuring Walnut residents receive high-quality law enforcement and emergency response services.

Mr. Weiner’s professional background is uniquely comprehensive. Prior to his appointment as Walnut City Manager in 2022, he served municipalities in a variety of direct service roles, including Community Services, Police Services, Code Enforcement, and Planning/Community Development. This broad-based experience provides him with a well-rounded understanding of municipal operations and the interconnected nature of city services.

During his tenure in Walnut, which began in 2010 as Director of Community Development, Mr. Weiner has led several significant accomplishments with the support of the community, City staff, and guidance from the City Council. He spearheaded the establishment of a Developer Agreement Program, which strengthened public-private partnerships and enhanced long-term revenue opportunities for the City. This, along with other budget-related initiatives, contributed to a record budget surplus for Fiscal Year 2024–2025 and reflects Walnut's commitment to strategic financial planning. Through sound budget strategies and disciplined fiscal management, the City’s General Fund reserve has increased by 31% since the start of his tenure as City Manager, insuring fiscal stability for Walnut's present and future. 

Public safety has remained a top priority under Mr. Weiner’s leadership. In collaboration with the Los Angeles County Sheriff’s Department, the City implemented enhanced safety strategies, including the addition of burglary suppression units and increased traffic enforcement deputies. These targeted efforts resulted in a substantial reduction to the City’s already low crime rate.

Mr. Weiner has also overseen the completion of multiple street improvements, park enhancements, and capital projects, reinforcing Walnut’s reputation as one of the San Gabriel Valley’s most beautiful and well-maintained communities, known for its expansive open space and high-quality parks.

Through fiscal responsibility, a steadfast commitment to service, and a high functioning City team, Mr. Weiner continues to foster and manage Walnut's vision, which is focused on safety, fiscal sustainability, and community pride.
